I'm not sure about bought costumes, the few I know that buy their costumes get them online but from what I've seen it's still pretty expensive. I just make my own costumes... sometimes they're a bit expensive but generally they work out cheap ^__^ I don't use fancy materials or anything like that so yeah!
Hmm, I would suggest cotton Drill... though I'm not sure if it's called the same thing in England. It's really easy to use and works for basically everything XD (the majority of my costumes either a fully made of or contain a lot of it haha). I've heard Canadian cosplayers talk about a material called "Twill", which by the sounds of it seems very similar to Drill?
Have you tried looking on cosplay websites and eBay for a cheaper costume?

Yeah they can be pretty expensive, I have two bought costumes here... definitely cheaper to make them (just depends if you can sew/ have the time/etc. Bought costumes are awesome if you don't have that but have the money )
Hmm I'm not sure what it'd be called where you are. Have you gone to your local material store and asked the worker's what a basic material is?
